Observation: Display cooler in front area (on left side) is still not reaching <4 deg C consistently throughout cooler. Upright cooler by back exterior door still at 10 deg C. Operator on site had indicated that the front display cooler was designed to only keep the bottom cold and that the middle/top racks are not meant to stay cold. Operator also indicated that the back cooler is just being used as a storage unit.

No potentially hazardous food items stored in the back cooler. Front display had all PHFs moved to the working upright cooler by the back storage unit.
Corrective Action(s): As your cooler is unable to consistently reach <4 deg C throughout, this means it is not functioning as a working cooler. Cold air in only certain spots of a cooler is not an adequate reason to not repair or replace your cooler. When the cooler is opened, cold air flow will be impacted further and without air flow in the rest of your cooler, there is increased risk that your products will grow bacteria.

Correction order issued. Either replace or repair your cooler. Discussed with operator that any pastries/food items that don't require refrigeration, please submit food safety plans for them to verify that their ingredients do not require any refrigeration.

Correction order issued: either replace or repair coolers. When you were originally approved, your floor plans had indicated all coolers present throughout your bakery. Any PHF's observed in non-working coolers will be discarded.

Sanitation satisfactory, continue removing any boxes on top of coolers and organizing storage areas.
