Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A review of 3 staff files found that 1 file did not contain a record of the person's work history.
Corrective Action(s): Ensure all staff files are complete
Date to be Corrected: November 10, 2021

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: A review of 3 staff files found that 2 files did not have validation of certificates on file.
Corrective Action(s): Ensure all certificates issued for educator or assistants are verified by the system maintained by the early childhood registry.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four children's files were reviewed and one child was missing the name and contact number of medical practitioner
Corrective Action(s): Ensure children's files are complete

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: During review of children's files it was found that 1 child's file was unavailable for review
Corrective Action(s): Ensure all children's files are kept in a single place at the care facility.

Comments

At the inspection dated November 3, 2021 there were 16 children, 4 staff. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
Routine maintenance on walls in the facility
Daily outdoor play is required - with playground maintenance check documented
Verified reverences on file
