Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP). All areas were inspected for compliance

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensee had not obtained a site specific criminal record check, all other criminal record checks for the facility were site specific and current.
Corrective Action(s): Licensee will create a system which includes obtaining a site specific criminal record check for a future employees.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing reviewed two employee records, one employee file did not have record of ECE validation.
Corrective Action(s): Licensee will complete the validation and place them in the file this week

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Monthly fire drills had been conducted and documented with exception to July 2024, which had been conducted but not documented.
No documentation of the evacuation drill that had been conducted in the past year.
Corrective Action(s): Licensee said that she will create a yearly checklist for the evacuation drill, and document the July fire drill today.

Summary of Inspection:
During today’s inspection 8 children and the manager were present. Staff/ child ratios were met at today’s inspection.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions. Licensing will review the written response.
As part of the routine inspection, a facility risk assessment tool was completed, and a copy was provided to the facility along with the report. Copies of the inspection report and the Facility Risk Assessment Tool were reviewed, discussed, and provided to the Licensee/Manager.
