Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection licensing observed that the kitchen door was left open. A large paper cutter was observed and the safety guard was not applied, and chemicals were located under the sink. This was corrected during the inspection.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Licensing observed that several children require medication in an emergency. On review of the care plans and emergency medication one child's emergency medication had expired.
Corrective Action(s): Please ensure that medication that is to be used in an emergency has not expired. Please ensure this change is updated in the care plan.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance records were reviewed for the month of July. Three departure times were missing.
Corrective Action(s): Please ensure the attendance records are complete.

Comments

At the inspection dated July 15, 2021 there were 39 children, and 10 staff, and the Manager was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by July 30, 2021. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following education/recommendations were provided:

-The reportable incident reporting procedure.
-The current COVID-19 protocols that are in place
-Active supervision
-Some items in the first aid kit contained a drug identification number (DIN) or natural product number (NPN). Permission to apply these medications from a parent or guardian, must be obtained prior to application. These were removed during the inspection.

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
