Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection it was observed that the Manager's name was not posted. Corrected during the inspection.
Corrective Action(s): Please post the Manager's name to comply with the legislation.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: During the inspection one of the staff certificates was not posed. This is a repeat contravention.
Corrective Action(s): Please ensure all of the staff certificates are display prominently in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-two electrical outlets were missing covers this could cause a potential electrocution hazard. This is a repeat contravention.
-an unlocked cabinet at the children's level had a jar with small beads that could cause a potential choking hazard.
-a cd player was on the floor of the naproom. The cord was plugged into the wall. In discussion with the Manager she stated the children are left in the naproom on their own. The cd player cord ccould cause a potential strangulation hazard.

Licensing observed the following outside the facility in the playground.
-green mesh covering in the grassy area that could cause a potential tripping hazard

Corrective Action(s): Please ensure a safe environment is provided at all times for children in care

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed paint peeling off the walls in the classroom in several places. Licensing also observed damaged flooring in three spots in the washroom. The damaged flooring could cause a potential tripping hazard.
Corrective Action(s): Please ensure that the facility is in good repair to ensure the health and safety of children in care.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: In discussion with the Manager she stated that the annual evacuation drill had been completed. Licensing observed that this was not documented as being completed.
Corrective Action(s): Please ensure that the annual evacuation drill is documented when it is practiced.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four out of eight children's records were reviewed. Two children were missing a name and contact information of a medical practitioner.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated January 30, 2019 there were 12 children and 6 staff presentand 2 practicum students present. At this inspection the above noted contraventions were identified. Actions Please send a written response to licensing outlining how you have corrected the above noted contraventions.. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
