Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Inspection report was reviewed with Licensee before report was signed and printed.
Licensing would like to thank the staff and children of Morning Star Family Child Care for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AN6NQ4 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During inspection Licensing discussed the new DoLSOP "Active Play" including "Screen Use" policies with the Licensee.

Licensee stated they have not written this policy yet.

Licensing had sent a number of emails to the Licensee in 2017 regarding this new requirement which came into effect Sept. 1/17.

Licensing left further resources regarding the "Active Play' with "Screen Use" policies with Licensee at time of inspection.
Corrective Action(s): Write "Active Play" and "Screen Use" policies, place in facility policy manual and share with parents.

Comments

During inspection Licensing noted that the large slide is currently located in the outdoor play area. Licensing notes that there is no resilient surfacing around it. Licensee stated that if a child is using the large slide they will position themselves to stand beside it to prevent the child from falling off the slide onto the non-resilient surface.

During inspection Licensing observed children engaged in free play which consisted of: creating art with crayons & pencil crayons; building with diamond shapes; building with foam blocks, engaged in counting game etc.

Licensee stated that just before Licensing came they were engaged in a circle time with stories and songs.

Licensee stated that they will be walking to the local library, once the inspection is complete, to listen to story time and explore.

During inspection Licensing observed the Licensee interacting with children while they were engaged in their activities. For example the Licensee spontaneously began singing a song in Mandarin that all of the children joined in singing with; they were building structures with the children as well as assisting them with problem solving when needed.

Licensee interacted with children in both English and Mandarin.
