Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:
· Licensing, Physical Facility, Staffing, Polices & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program, Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10040 - CCALA s.7(1)(c) - A licensee must do all of the following: (c) display the licence in the prescribed manner.
Observation: The name of the manager is not displayed.
Corrective Action(s): Please make sure the name of the manager is displayed in a prominent place in the facility.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: A fire drill was not conducted in February 2018.
Corrective Action(s): Please make sure a fire drill takes place each month.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: One child who is provided care in the program on lower floor of the facility has medication that needs to administered in the case of an allergic reaction. The medication is stored in the kitchen on the upper floor of the facility and would not be readily accessible.
Corrective Action(s): Please make sure that medication is readily accessible to staff. CCFL recommends that the medication for this child be stored in the program room the chid attends.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Children are provided care in more than one program. Children are not being signed in and out of the program they attend.
Corrective Action(s): Time in/out must accurately show which program children are being provided care in.
Date to be Corrected: Today and ongoing.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Two children have allergies. There are no care plans letting staff know what to do if the child has a reaction.
Corrective Action(s): Please make sure all children with allergies have a care plan letting staff know what to do if the child has an allergic reaction and also that all staff are aware of the care plans.

CCFL discussed the following with the manager.:
How a care plan is written
How to make sure children are signed in and out of the program they are attending
Making sure time in/out sheets clearly show which room they are for (currently there is no group name on the sheets)
Contacting as soon as possible CCFL is there are any questions

This report was discussed with the manger and she was given the opportunity to ask questions.
