Introduction

Licensing was on site to conduct a follow up inspection to assess compliance with the Community Care and Assisted Living Act and Child Care Licensing Regulations.
Risk screening was conducted prior to entering the facility.
A Covid Audit was also completed at this time.

On site today was the Manager and one ECE staff. There were 11 children napping in the Group Child Care (30 months to school age) program and 7 children in the Group Child Care (school age) program - some of which were not of appropriate age for this program. (see violation section for details)

Manager stated that this was due to one staff being sick this morning and not having an emergency back up staff. Discussed this as an emergency only option but Licensing recommended contacting parents in the future to cancel care if staffing ratios can not support the care provision.

Observed Violations
CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed 11 children in the Group Child Care (30 months to School age) with 1 qualified staff supervising. The Manager said that two or three other children were brought over to the School Age program to be cared for by the Manager due to a sudden shortage of staff this morning.
Corrective Action(s): Please ensure that children are cared for in appropriate numbers by the appropriately qualified staff.

Comments

All previous contraventions have been addressed but now due to shortage of staff, an application for exemption is required to meet the current staffing plan. Manager will forward that immediately which will be approved by Licensing once received.
Manager stated that she is currently continuing to look for qualified staff to work in the Group Child Care (30 months to school age) program.
No other concerns at this time.

This report was written off site due to Covid restrictions. The content of the report was discussed with the manager at the time of inspection and the report was emailed to the facility.
