Report of Findings
Licensing received a complaint on August 28th, 2019, regarding physical facility and care and supervision. The allegations included the following details:
- Inadequate monitoring system
- Inadequate hygiene practices

All areas of the complaint were fully investigated. Evidence was collected from facility records and policy. Licensing determined the following contraventions:
- Residential Care Regulation (RCR) Section 19(a) – Monitoring, signalling and communication
- RCR section 82 – Implementation of Care plans

31140 - RCR s.19(1)(a)If a person in care requires monitoring, or a signalling device, to ensure that person's health and safety, a licensee must provide a monitoring system or signalling device that (a) is appropriate to the needs of the person in care.
Observation: CCFL determined that a monitoring system for this person in care was not implemented to meet her needs.
Corrective action: Corrective action plan required.
34780 - RCR s.82A licensee must ensure that the care and supervision of a person in care is consistent with the terms and conditions of the person in care's care plan.
Observation: CCFL determined that the call bell was not set up in the bathroom on the day of the complaint inspection.
Corrective action: Corrective action plan required.
