Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection licensing observed the Manager's name was not posted. This is a repeat contravention from inspection # CLAN-B9TRAB.
Corrective Action(s): Please ensure the Managers name is posted in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:
-A bleach bottle was within easy reach of the children on the counter. This could cause a potential poisoning hazard. This was corrected during the inspection.

Licensing observed the following outside the facility:
-Rusty nails were exposed in the brickwork. This could cause a potential health hazard. This was corrected during the inspection.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health ad safety.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During the inspection the staff record was reviewed. The record was missing a record of immunization status. This was corrected during the inspection.
Corrective Action(s): Please ensure staff records are complete.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing reviewed the policies and procedures. An emergency plan was not observed on file.
Corrective Action(s): Please ensure you have an emergency plan that outlines how you will prepare for, mitigate and respond in an emergency

Comments

At the inspection dated March 4, 2021 there were 2 children and the Licensee was present. At this inspection the above noted contraventions were identified. Please ensure the above noted contraventions are corrected by March 24, 2021 . As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following was reviewed and discussed with the Licensee:

-The reportable incident reporting procedure.
-The current COVID-19 protocols that are in place
-Several items in the first aid kit had a drug identification number (DIN) or a natural product number (NPN). Please ensure a medical authorization form is filled out prior to application.
-Please add more items to the first aid kit such as pressure dressings.

The inspection findings were reviewed with the Licensee at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Licensee.
