Observed Violations
CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: During today's inspection, 13 children present with 3 staff, one of which is providing direct support(ECE), Manager (ECE) and one responsible adult. This was noted during the routine inspection, Manager written response stated that responsible adult would provide the support to ensure the proper staff to child ratio. The Manager stated this has not been in place as the Licensee contact has not found the suitable staff person.
Corrective Action(s): Staff to child ratio must be in place, as well the written information from the Manager is not in place with the current observation/practice
Date to be Corrected: March 11, 2020

PROGRAM: 18060 - CCLR s.44(3)(4)(5) - A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation: Review of the outdoor log inspection records indicate that there were times inspections were not conducted. The Manager confirmed that it was not conducted as there were times the children did not have outdoor time due to the rainy weather. Indoor active play was not provided. Licensing discussed the intent of weather conditions limiting outdoor play time. Facility has an Active Play policy. Preschool programs must ensure children have sufficient Active Play. Licensing also discussed outdoor time being conducted in areas that are covered spaces.
Corrective Action(s): Please ensure that Active Play Policy is in place that meets the indoor and outdoor physical requirements for the children in care.
Date to be Corrected: ongoing
