Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: Change in new manager information was not provided to Licensing.
Corrective Action(s): Ensure to notify Licensing of any change i.e hiring of a new manager.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Cleaners stored under the portable sink.
Corrective Action(s): Ensure that children do not have access to any items objects that may be hazardous to the health or safety of children. It is noted that portable was not in use during today's inspection.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: A staff did not have a file at the site with all the documents required to work as a Responsible Adult.
Corrective Action(s): Ensure the staff files have all the required documents and are available on site.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Licensing could not see the validity of the First aid certificate as it was in French.
Corrective Action(s): Ensure that the staff files are complete with all the documents and there is at least one staff that holds a valid first aid certificate.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Food in the emergency supplies kit was expired and there was not enough water for each child to recover from the emergency
Corrective Action(s): Ensure that procedures are in place to recover from any emergency and a system is in place to check the supplies annually.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Children were coming in to the school to use the washrooms on their own without the adequate supervision and stopping to talk to other adults present in the hallways or classroom.
Corrective Action(s): System to be put in place where children are supervised at all times and encouraged to wash hands after the use of washroom.

Comments

At this inspection dated September 23, 2021, there were 18 children and 1 staff and a volunteer. The manager came after the staff informed her. At this inspection, the above noted contraventions were identified.
The following was discussed with staff:
- Developing a system to ensure emergency supplies are updated and current
- Practice of active supervision.
- Encourage Handwashing
- Implementing Social distancing measures and wearing masks in the facility.

The manager is to correct the contraventions by the dates indicated, and provide a written response to licensing.
