Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff was missing valid criminal record checks; the other had a police check on file. These staff cannot work alone with the children until these are recieved.
Corrective Action(s): Please ensure all staff have valid criminal record checks on file.
Date to be Corrected: Immediate

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: One staff does not have a valid first aid certificate; this staff is alone with school age children in the mornings. This staff cannot be alone with children until they get a valid first aid certificate.
Corrective Action(s): Please ensure any staff that will be working alone with children have a valid first aid certificate.
Date to be Corrected: Immediate.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: At today's inspection there were 23 children in care in the group daycare program with 2 ECE staff and 1 Responsible Adult. A discussion occurred with the Licensee contact about the staff to child ratios that are required for a group child care program.
Corrective Action(s): Please ensure to be in compliance with the Schedule E at all times

Comments

At the inspection dated June 13, 2019 there were 23 children and 3 staff present. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
 Promoting Active Play in the program
 Active Supervision
 Lead in the Water ; flushing of taps
- staff to child ratios for group child care
- exemptions for staff
