Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
· Licensing
· Physical Facility
· Staffing
· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10060 - CCLR s.11(3) - When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation: Licensing observed the sign on the front yard, advertises "Preschool". This facility is licensed for Group Child Care and Multi-Age only.
Corrective Action(s): Please ensure that advertising only identifies the care that is being provided based on the service types issued on the Community Care Facility Licence. Licensee explained that in the daycare they offer 1/2 days, licensing explained that id a preschool type of programming was being offered then on the sign it could say something like "Preschool Type Programming".
The licensee contact stated that they would remove the sign from the front yard.

Comments

During today’s inspection there were two staff with the 13 group child care children and 1 staff with 4 school aged children in the multi-aged program. Within 15 minutes the licensee contact arrived at the facility.

The following was observed and/or discussed at time of this inspection with the Licensee:
-Upon arrival Licensing was greeted in a friendly, happy manner by both staff and children. The children were enjoying an afternoon snack outdoors on the patio. Once finished the children were engaged in gross motor play on the facilities outdoor equipment. Colouring was also offered as an outdoor activity.
-Evidence of programming was displayed around the facility including worksheets, art and a variety of age appropriate activities.
-Licensee discussed that at this time the multi-aged program is being occupied with school aged children only.
-Licensing observed interactions between staff and children, including immediately attending to the needs of an upset child, responding to requests for water and asking open ended questions while discussing children's colouring pictures.
-Licensing notes that the facility is bright, clean and very organized.
