Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-B7FPM7 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: During inspection Licensing noted that one staff person's ECE Certificate has not been posted in a prominent position in the facility.
Corrective Action(s): Ensure staff person's ECE Certificate is posted.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: During inspection Licensing reviewed emergency drill log and noted that a full emergency evacuation drill had not been conducted in 12 months.
Corrective Action(s): Ensure full evacuation drill, taking all emergency evacuation supplies, is conducted annually.

NUTRITION AND FOOD SERVICES: 17130 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: During inspection Licensing read the temperature of the fridge to be 12C.

Safe food storage is between 0 - 4C.

Licensing recommends that a fridge thermometer be placed in the fridge, where it can be easily seen, to monitor the fridge to ensure food is safely stored at all times.
Corrective Action(s): Ensure food is safely stored between 0 - 4 C, or an ice pack is in each lunch bag which has perishable food/ milk in it.

Comments

At the inspection dated Nov 27, 2019 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified.
Licensee to submit written documentation to Licensing once contraventions have been addressed.
During inspection the following was noted:

- An expired tube of Polysporin was located in the first aid kit, remove product from the first aid kit. This product is a medication and cannot be used for children without written parental consent.

- Communication/ Minor logbook is now loose pages in a binder. Licensing recommends the minor logbook be bound so that pages cannot be added or removed as it is a legal document.

- Emergency consent cards were not located in the backpack used when staff take children on walks in the community. Ensure emergency contact information, if not the emergency consent card, is taken with the first aid kit when staff and children are away from the facility in case of an emergency.

- One child's file is missing the second page of their registration form which would list alternate persons authorized to pick up & list any persons not authorized to pick up.

- Licensing is asking facilities to now list all of the children enrolled in the facility on the sign in/ out sheets. Staff to write "not ordinarily present" beside a child's name if they are part time children, or "absent" if the child who usually attends is not attending that day.

During inspection Licensing observed:

- Children transitioning to outdoor play, engage in free outdoor play & then transition back to the indoor area.
- Staff assisted children in getting ready for outdoor play, giving children chances to work independently at this as well.
- Staff interacted with children while they were engaged in activities assisting with problem solving when necessary.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
