Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: In the children's washroom licensing observed a spray bottle containing a bleach and water solution. The bottle was placed on a shelf however it was within reach of children. Licensing also noted staff's personal belongings (which may contain medication or other hazardous items) within reach of the children.
Corrective Action(s): The above noted items will need to be stored in a manner that is inaccessible to children of all ages.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed 5 staff files and noted 1 of the files did not contain the immunization status of the individual.
Corrective Action(s): Ensure all staff files are complete with the legislative documentation prior to the individual providing care to children.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon review of 5 staff files licensing noted 1 file had a criminal record clearance letter that expired in May 2020.
Corrective Action(s): The Manager must have a system in place to ensure all staff files are current including criminal record clearance letters which expire every 5 years.

Comments

At the inspection dated March 18, 2021 there were 5 staff and 17 children present. At this inspection the above noted contraventions were identified and any action required by the Licensee is included. As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided.

During the inspection the writer and the Manager discussed:
- the outdoor play space. The space has been expanded and the Manager is looking to make the space usable for the children. Please develop a plan as to how this extra space will be used and submit it to licensing for approval.
- cleaning and sanitizing tables etc. Reviewed with the Manager all items need to be cleaned with soap and water and then sanitized.

Due to the current COVID-19 pandemic this report was reviewed with the Manager at the time of the inspection. This report was written off site (time spent: .33 hours) and a copy of the report was sent to the Manager.
