Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10020 - CCLR s.10(2)(a) - Licensees must not make any structural change to a community care facility unless the licensee first (a) submits plans for the change to a medical health officer.
Observation: The fence separating the two spaces on the outdoor play space has been moved to provide greater square footage on the side used by the 30 months to school age program. Licensing was not advised of this structural change. A new site plan need to be submitted to reflect the change in square footage and Licensing will need to return and confirm measurements.
Corrective Action(s): Please inform Licensing before making any structural changes.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:

> Part of the cement on the 30 months to school age side of the outdoor play space was frosted and slippery. Children were seen sliding and falling. Staff were reminding children not to run.

> Multiple areas along the walls in the tweenie program where paint was chipping. The areas were within children's reach and Licensing expressed concerns about children being exposed to the white residue if touched.
Corrective Action(s): Please ensure a healthy and safe environment at all times while children are in care.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing reviewed 5 staff files and observed that although the criminal record check clearance letter for one staff was valid, the name of the previous place of employment was referenced. The licensee contact advised that they applied for the sharing process.
Corrective Action(s): Please ensure staff records are current.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing identified that an Early Childhood Educator was working in ratio alone this morning in the under 36 months program. An exemption was not approved nor were they working in capacity of an absent staff. As per Schedule E of the CCLR, an Infant and Toddler Educator was supposed to work in ratio.
Corrective Action(s): Please ensure compliance with Schedule E of the CCLR.

RECORDS AND REPORTING: 19120 - CCLR s.57(2)(f) - A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.
Observation: Licensing reviewed facility records and observed that information about the time that the medication needed to be administered was missing on the medical consent form. Information was written "as needed." Licensing advised on providing information about symptoms to look for before administering the medication if it is not time specific.
Corrective Action(s): Please obtain information from parents about the time medication is required to be administered or persisting symptoms.

Comments

Summary of Inspection

At this inspection the above noted contraventions were identified. Licensing provided dates for compliance and is requesting a written response by November 26, 2019 advising on how the contraventions have been addressed.

A follow-up inspection is required as all newly licensed facilities receive one routine and one follow-up.

The following was discussed:

Appropriate use of bleach and water as a disinfectant
Other ways to keep record of amalgamation periods
Ensuring nap room for tweenie program is used if children need to sleep outside of the scheduled nap time

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
