Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection. The following areas were reviewed:
· Licensing, Physical Facility, Staffing, Policies and Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program, Records and Reporting.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11370 - DLSOP Safe Play Space (ground surfacing [b2]) - [bullet 2] Protective surfacing such as soft sand, wood chips, pea gravel or rubber material will reduce the risk of injury from falls.
Observation: There is a climber in the back yard that has a slide and swings. There is resilient ground covering under most of the climber and swings but the slide comes out onto the grass. The area around the slide should be the same resilient ground covering as the rest of the climber to prevent injury if there is a fall off the slide.
Corrective Action(s): Please provide a plan when the area under the slide will be covered with appropriate resilient ground covering to prevent injury to children
Date to be Corrected: Please submit plan by July 26, 2018

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: 5 staff files were reviewed and 2 are missing immunization status.
Corrective Action(s): Please ensure that all staff have compete documents on file

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: There is over the counter medication that has been provided to the facility by the parent. This medication has not been opened and is still sealed in the original box and container. The medication's expiry date shows it is past due.
Corrective Action(s): Please provide the medication back to the parent and request a new bottle if parent's still wish it to be administered as per the child's care plan.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 7 children's files were reviewed and 1 is missing their care card number.
Corrective Action(s): Please ensure children's documents are complete

Comments

The following was observed/discussed at this inspection:

-7 children in care with the Manager
-children were either sleeping or involved in an art activity at the table
-children did wake up from nap and all transitioned to hand washing and snack time
-Manager interacted with the children at all times during the inspection
-one staff's first aid will expire by the end of the year - please ensure it is renewed prior to expiring
-validation of all ECE licences to practise has been done
-Active Play and Screen Time policies developed and posted for parents to see
