Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Name of manager was not posted within the facility.
Corrective Action(s): Licensee contact posted the name of the manger during the inspection.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Observed a monitor plugged in with a cord located on the floor of the Toddler nap area , it was stated that once asleep staff may exit the area , some children nap on cots may have accessibility to the cord.
Diaper changing pad stored on the floor behind the garbage can , removed to a cabinet during the inspection.
Corrective Action(s): please ensure a healthy and safe environment is provided to children

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Door of the nap area removed in Classroom # 1 in order to utilize this space for GCC ( 30 mos-school-age ) In doing so metal holes exists where the hinges were attached and a door stopper is secured to the floor.
Corrective Action(s): please ensure facility is maintained in good repair in order to reduce risk of injury to children.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Facility Licence issued end of January , to date no fire drills have been conducted.
Corrective Action(s): ensure fire drills are held and recorded monthly to aid staff and children in safe evacuation

Comments

In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
While on site measurements taken of classroom #1 confirming space meets for the capacity of 8 children. Licence to be amended to include an additional group of 8 children GCC ( 30 mos to school-age )The facility no longer provides Occasional Care. Playground schedule submitted to ensure this group of children will have access to the outdoors as per the Director of Licensing Standard of Practice ( DOLSP ) requirements. Playground meets for the total capacity of 17 children therefore groups will rotate as per the schedule GCC ( 30 mos - school-age ) = 15 children & GCC ( 30 mos-School-age )= 8 children.
Noted plastic bags stored under classroom sinks doors blocked by step stools , discussed additional solutions to ensuring children do not have access.
At the inspection dated March 30, 2021 there were 14 children and 6 staff present. At this inspection the above noted contraventions were identified. Written response to be provided to Licensing April 8, 2021 outlining measures taken to address the contraventions. It is noted that several items were addressed immediately when identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
