Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed a ladder stored beside the outdoor shed in an area accessible to children.
Corrective Action(s): Please ensure ladder is stored in a way that does not pose a risk to children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following accessible to children:
·Two containers of diaper cream This is a repeat contravention from inspection # KTOR-BQ9U4L and # KFIH-BD5QCR
·Flower bulbs stored in an empty flower pot container in the nap area.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: The Licensing reviewed two staff files. Manager’s criminal record check was expired. Manager was unaware that criminal record check was expired.
Corrective Action(s): Please ensure that all staff have a current criminal record check.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: One resident's criminal record check was expired. Manager stated that she was unaware that the criminal record check had expired.
Corrective Action(s): Please ensure all residents over the age of 12 who live in the home have a current criminal record check.

Comments

At the inspection dated June 18, 2021 there were six children and two staff present. At this inspection the above noted contraventions were identified.
The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following were discussed with the manager:

· Bottles of cleaning solution must be clearly labelled with its contents.
· Placement of utensil handles to face inward to prevent access to children.
· Move furniture and planters or anything that can be climbed on away from the deck fence to prevent falls.
· Height of deck fence.
· 3 sink method of washing, rinsing and sanitizing dishes
· Fire extinguisher to be serviced by June 25, 2021.

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. Time spent includes report writing at office. A copy of the routine inspection report and risk assessment sent to manager via email on June 21,2021.
