Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A site specific CRC was not obtained for one staff. The Manager said that she will use the sharing program to obtain a site specific CRC.
Corrective Action(s): Please ensure that a site specific CRC has been obtained for all staff.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Two staff's ECEA certificates were not validate by the system maintained by the Registry.
Corrective Action(s): Please ensure ECE/A certificates are validated by the system maintained by the Registry and a copy is kept in the staff's file.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The fire drill was not recorded for April 2023.
Corrective Action(s): Please ensure that fire drills are practiced and recorded monthly.

Comments

At this inspection there were 8 children, 1 staff, and the Manager present. At this inspection the above noted contraventions were identified. The Manager will send Licensing a written response addressing the contraventions and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed/reviewed with the Manager:
· Staff file requirements
· Children's allergies
· Snacks being provided
· Daily outdoor play

The contents of this report was discussed with the Manager and a copy was emailed on May 10, 2023.
