Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the kitchen door open in the Group Child Care (30 month to school age) space. In the kitchen is a hot water urn that was hot to the touch and this is accessible to children. Licensing does acknowledge that supervision is maintained whilst children are in the play space and that there is a STOP notice at the door of the kitchen but the potential risk remains for scalding/burn should a child wander in the kitchen and touch it.
Corrective Action(s): Please ensure this area is inaccessible to children at all times.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing reviewed 6 staff files of which 1 was missing verification of certification from the ECE Registry. Licensing notes that all other certificates for staff have been validated.
Corrective Action(s): Please ensure all certified staff through the ECE Registry have their certificates validated

Comments

Summary of Inspection

At today’s inspection there were 12 children and 3 staff present in the group Child Care (30 month to scholl age) program and 13 children and 2 staff in the Group Child Care (school age) program, which was on a Pro-D day.
35 children are currently enrolled.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Healthy eating using the Canada Food Guide - Children all had healthy snacks provided by parents
- Active Play promotion - both groups were observed in outdoor play
- Requirements of Temporary Placements applications
- Active Supervision reminders
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
