Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:
· Licensing
· Physical Facility
· Staffing
· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection -
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing notes at the time of inspection that one electric outlet was exposed and accessible to children. Staff stated that it is normally covered but they forgot to put the cover back on this morning.
Corrective Action(s): Ensure children have no access to anything that may be hazardous for their health and safety.
Date to be Corrected: Corrected during inspection.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: Licensing notes that fire or emergency drills were not recorded on the fire documentation form for the new preschool year. Staff stated that they were busy doing gradual enrties for the new students and forgot to practice fire drills. She also stated that they were planning to practice it this week.
Corrective Action(s): Ensure policies and procedures regarding fire and emergency drill are implemented, practiced and recorded monthly.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Review of 10 children files noted one child was missing date of enrollment.
Corrective Action(s): Ensure children files are complete
Date to be Corrected: November 24, 2017

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Random review of 10 children files noted 2 children were missing doctor's name and contact information.
Corrective Action(s): Ensure children files are complete.

Comments

The following were discussed with the manager;
Benedryl and Polysporin were found in the first aid kit. Licensing discussed that any product with Drug Identification Number (DIN) require parent's consent
A volunteer file was noted in staff file that was missing references. There was no Volunteer or student present at the time of inspection. Licensing discussed the required documentation for volunteers or students.
Licensing notes that 2 new policies, screen time and active play are in place.

This report was reviewed with the manager prior to signing.
