Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-APTNYS have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection Licensing noted that the fire extinguisher is past due for service.

Licensee stated they will replace or service the fire extinguisher today.
Corrective Action(s): Ensure fire extinguisher is serviced annually.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: During inspection Licensing discussed the requirement to conduct an annual full evacuation drill, taking all evacuation supplies, and recording this drill.

Licensee has not conducted this drill within the past 12 months.
Corrective Action(s): Ensure full evacuation drill is practiced annually.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During inspection Licensing discussed the new Active Play with Screen Use policy with Licensee and staff, this policy has not yet been written for the facility.

Licensing sent numerous emails to the Licensee and staff throughout 2017 as well as they discussed it during last years routine inspection.

Licensing left resources with Licensee regarding the Active Play and Screen Use policy.
Corrective Action(s): Ensure Licensee and staff write the Active Play and Screen Use policy as well as share with staff and parents.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing reviewed children's records and noted 2 children are missing their immunization status.

Licensing noted that these registration forms were a different version and were missing the immunization status box.
Corrective Action(s): Ensure you have immunization status for the 2 children who are missing this record.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that the time of arrival and departure had not been recorded for children in attendance today.

Staff completed the sign in sheet during inspection.
Corrective Action(s): Ensure time of arrival and departure are recorded, and monitored, throughout the day as this information is used by emergency personnel in times of emergency.

Comments

During inspection children were engaged in free play which included: dramatic play; playing with trains & doll house; creating with Kinetic sand etc.

During inspection Licensing observed staff interacting with children while they were engaged in activities as well as assisting with problem solving when necessary.
