Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. In response to the current COVID 19 pandemic this inspection focused on the physical facility, equipment and furnishings, hygiene and communicable disease control.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Upon review of the staff files there is one individual who does not have a criminal record clearance letter on file.

Corrective Action(s): In discussion with the Licensee she will apply for a criminal record clearance letter this week for the individual. The Licensee is aware that this individual may not care for children until such time as the letter has been issued and a copy is on site.

Comments

The Licensee did not have any children in care at the time of the inspection. Licensing noted that one of the staff early childhood educator certificate is expired. The Licensee said the individual has submitted their documentation to renew their certificate to the ECE Registry. On May 7, 2020 the Child Care Licensing Regulationwas amended to address renewing of early childhood educators' certificates during the current COVID 19 pandemic. Please note in this case there is a one year extension of the expiry date.

Licensing reviewed with the Licensee their cleaning and sanitizing procedures, and the implementation of the facility's sick policy. The Licensee has not completed their WorkSafe BC safety plan. Once the plan is completed the Licensee will post the plan within the childcare facility.

Licensing provided to and reviewed with the Licensee the Fraser Health Resource Package for Childcare Facilities COVID 19 Prevention.

This report was reviewed with the Licensee at the time of the inspection. The report and the Facility Risk Assessment Tool was completed off site (time spent: .33) and copies were sent to the Licensee.
