Observation: Paper towel dispenser is not in good working order at the handsink in the kitchen. Roll of paper towels was available near this handsink on the countertop.
Corrective Action(s): Repair or replace the paper towel dispenser so that it is in good working order and can dispense paper towels properly; Correct by January 9, 2020.

Equipment/facilities/hot & cold water for sanitary maintenance not adequate [s. 17(3); s. 4(1)(f)]
Observation: Hot running water was not available at the 3-compartment sink. Dishwasher was turned on during the inspection however all the sinks had run out of hot water during the inspection. Operator stated that they were expecting the water to become hot again in 2 hours.
Correction: Hot running water for sanitary maintenance is required at all times of operation. Make sure there is hot running water available at the 3-compartment sink (minimal of 45 degrees C). Section 32 Public Health Act Closure ORDER was issued. Do not open the restaurant until you have written health approval to re-open the restaurant from the district Environmental Health Officer of Fraser Health. Contract a certified/licensed plumber to assess the hot water tank and the underlying issue that led up to the lack of hot water and make the necessary repairs/replacements to ensure this issue is prevented in the future. Provide a copy of the invoice from the plumber after they have done an assessment of the hot water tank.

Dishwasher will be checked at the time of the follow up inspection and it must be able to maintain a temperature of at least 71 degrees C at the plate level after the final rinse cycle.

Adequate handwashing stations not available for employees [s. 21(4)]
Observation: Both handwashing sinks lacked hot water later during the inspection and temperature was measured at 17 degrees C. Operator stated that this issue has occurred before from using too much water and that they expect hot water to return after 2 hours.
Correction: Hot running water is required at each handwashing station to enable proper handwashing during hours of operation to protect food from contamination. Public Health Act Closure ORDER was issued. Make sure there hot running water available at each handwashing station. Remain closed until you have written health approval to re-open the food premises from the district Environmental Health Officer of Fraser Health.

Observation: Hot running water was not available at the 3-compartment sink after the dishwasher was ran six times. Water temperature reached 28 degrees C.
Correction: Ensure there is hot running water (at least at 45 degrees C) at the 3-compartment sink during all times of operation. Public Health Act Closure ORDER is still in effect. Remain closed until you have a re-inspection done from the district Environmental Health Officer of Fraser Health and until you obtain written health approval to operate from the district Environmental Health Officer of Fraser Health.

Observation: Hot running water was not available at both handwashing stations after the dishwasher was run six times. Water temperature reached a maximum of 28 degrees C by the end of the inspection.
Correction: Hot running water is required at each handwashing station to enable proper handwashing during hours of operation to protect food from contamination. Public Health Act Closure ORDER is still in effect. Make sure there hot running water available at each handwashing station. Remain closed until you have written health approval to re-open the food premises from the district Environmental Health Officer (E.H.O.) of Fraser Health. Contact the district E.H.O. of Fraser Health for a follow up inspection.
Comments

Follow up inspection:
-Operator stated that the plumbing company replaced the coil of the hot water tank with a new coil today.
-Dishwasher was ran 6 times consecutively and had a final rinse temperature at or above 71 degrees C (measured between 72-74 degrees C) at the plate level.
-3-compartment sink and handsinks were supplied with hot running water (measured at 44-45 degrees C) after the six dishwasher wash & rinse cycles were completed.
-100 ppm chlorine sanitizer was available.
-Ensure that there is hot running water during all times of operation (even your busiest periods) at each handsink and 3-compartment sink to enable proper handwashing, cleaning and sanitizing of food contact surfaces/utensils/equipment, and to ensure food is protected from contamination.
-A follow up inspection will be conducted to ensure that the above-noted violation is corrected and the facility continues to maintain an adequate supply of hot running water when it resumes operation again.
-Health approval to re-open the restaurant and operate was granted from Fraser Health. Public Health Act Closure ORDER issued on January 2, 2020 was rescinded.
