Report of Findings
Licensing received a complaint on May 1, 2021 alleging the following:

Care and Supervision
-Children are placed in playpens as punishment.
-The manager uses inappropriate guidance strategies.
-Care is provided to more than four children by one staff.

All areas of the complaint were fully investigated. Evidence was collected through facility documents and interviews.
Licensing determined the following contraventions:
- Child Care Licensing Regulation Section 19(1)(2) - Character and skill requirements
- CCLR Section 34 (1), 3(2)(b) - Group sizes and employee to children ratios
- CCLR Section 44(1) - Program of activities

12040 - CCLR s.19(1)(a)A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A criminal record check was not available for two individuals working at the facility.

14010 - CCLR s.34(1)A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: Care was provided by unqualified staff.
Corrective action: Corrective action required.
