Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed the following inside the facility:

-bifold doors were present in the nap room and were accessible to children. This could cause a potential pinching hazard.

The following was observed in the outdoor play area:

-a hose was uncoiled. This could cause a potential strangulation hazard
Corrective Action(s): Please ensure a health and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:

-A couch had wear spots in the fabric. This makes the fabric difficult to clean and disinfect.
- Paint chips were located throughout the facility
Corrective Action(s): Please ensure the facility and the furniture within it are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the following was observed inside the facility:

A gate leading from the cloakroom into the hallway was not secured and was leaning against the wall. The following was noted in the hallway:

-two electrical outlects were exposed
-a bifold door was accessible
-an office containing cords, a paper shredder and a staff bag was accessible
-a staff room contained vitamins that were within easy reach
-a tall shelf over 4 feet high was not secured to the wall.

In discussion with the Manager she stated that the gate is only used when many children are in the cloakroom getting ready to go outside. The potential health and safety risks to children in care were discussed.

A blind cord in the infant room was located at the child's level as a raised climber was positioned against the wall in the room

Corrective Action(s): Please ensure children do not have access to any objuects or substances that are hazardous to their health and safety.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Licensing measured the temperature of the water in the children's washroom. The water in one of the sinks was measured at 49.8 degrees Celsius.
Corrective Action(s): Please ensure that any hot water that is accessible to the children is heated to no more than 49 degrees Celsius

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Four out of eight staff records were reviewed. One staff record was missing a current criminal record check (CRC). In discussion with the Manager she stated the staff has applied for a CRC but is still awaiting the result. The serious risk to health and safety of children in care was discussed.
Corrective Action(s): Please ensure that CRC's are current.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During the inspection the records for fire and evacuation drills was reviewed. A record for the emergency evacuation drill was not present. In discussion with the Manager she stated that although the facility completes fire drills and earthquake drills on a monthly basis an emergency drill is not practiced on a yearly basis.This is a repeat contravention from inspection # CLAN-B8WQ3Z
Corrective Action(s): Please ensure that an emergency evacuation drill is completed on an annual basis to comply with the legislation.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: During the inspection licensing observed that one child in the program must have access to emergency medication. Licensing observed that the emergency medication is kept in a cupboard in the kitchen. In discussion with the staff they sated that they do not bring the child's emergency medication off site to the playground or when they leave the facility to take a walk. The health and safety concern to the child in care was discussed with the Manager.
Corrective Action(s): Please ensure emergency medication is accessible to employees and the child that is in need of the medication at all times.

Comments

At the inspection dated October 29, 2019 there were 17 children and 7 staff, 1 Manager and 1 volunteer present. At this inspection the above noted contraventions were identified or no contraventions were identified. Please ensure a written response is provided to licensing by November 12, 2019 addressing how the above noted contraventions have been corrected.. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· The first aid kit was reviewed. Please add more items to the first aid kit including an ice pack.
· The emergency supplies are in several pieces. Licensing recommends supplies be placed in one bag or suitcase for easy access during an emergency

The following will be sent to the Manager:

· Safe release information from the FHA package
· Behavioural guidance information from the FHA package

This report was reviewed with the Manager prior to signing.
