Introduction

An unscheduled inspection was conducted on January 13,2022 to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Upon inspection of the outdoor play space, there were large containers filled with standing water.The manager said that the children had not been outside in the yard.
Corrective Action(s): Please ensure there is no standing water on the premises as it poses a drowning hazard.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Upon inspection, there were: Knives in an unlocked drawer and bathroom spray accessible to the children.
Corrective Action(s): Please ensure children do not have access to any object or substance that may be harmful to the health and safety of a child.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Upon review of the staff records, 1 staff did not have their certificate validated by the Early childhood educator registry.
Corrective Action(s): Please ensure staff records are complete.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Upon inspection of the emergency supplies, there was water and food that had expired in 2021.
Corrective Action(s): Please ensure that the food intended for the children in the emergency kit is not expired.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Upon inspection, the under 36 mos program was mixed with the 30 mos to school age program.This is a repeat contravention.
Corrective Action(s): Please make sure that the 2 programs are kept completely separate.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon review of 7 children's files, one file did not have the child's sex recorded & 2 files did not have the child's medical insurance numbers recorded.
Corrective Action(s): Please ensure the children's files are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Upon review of the children's files, 2 children did not have a date of enrollment recorded.
Corrective Action(s): Please ensure the children's files are complete.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: 2 care plans were not reviewed annually with the parents or any persons requested to by the parent.
Corrective Action(s): Please ensure the care plans are reviewed annually.

Comments

At the inspection dated January 13, 2022 there were 12 children and 3 staff present. At this inspection the above noted contraventions were identified. The Licensee will provide Licensing with a written response.Licensing will review the response. As part of this Inspection a Facility Risk Assessment was completed and a copy was provided.
