Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Evidence of ECE certificate validation from the ECE Registry website was not on file for staff. Staff stated that the Licensee may have conducted the validation checks.
Corrective Action(s): Please ensure evidence that ECE Certificates have been validated is on file.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: Active play policy was in place however found to not be implemented in the preschool with the required 30 minutes of outdoor active play required. Manger stated outdoor play is generally 15-20 minutes.
Corrective Action(s): Please ensure outdoor play time meets the requirements set out in the Active Play Standard of Practice for preschool.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: One child in care was identified as requiring extra support. Consultation note were on file but a copy of the child's care plan was not on site.
Corrective Action(s): Please ensure a current care plan is on file for children requiring extra support.

Summary of Inspection
At the inspection dated April 5, 2019 there were 15 children upon arrival and 2 staff present. At this inspection the above noted contraventions were identified.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
