Introduction

An announced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- A kitchen play set showing signs of disrepair and chipping paint.
-A piece of wood being used to block access to stairs going up to the house in the outdoor play space is splintered.
-The amount of toys and equipment needs to be reduced in order to maintain sanitization and communicable disease control practices.
-A play kitchen in the outdoor play space showing signs of dirt and mud accumulation.
-Dishes used for the children's meal times are being hand washed not using the 3 sink method. A discussion with the Licensee indicated that the upstairs dishwasher will be used moving forward.
-Craft items hung up on the wall, accessible to the children if children were to climb on the chair and desk.
Corrective Action(s): Ensure that a healthy and safe environment is provided at all times.
Date to be Corrected: August -24-2020 - Wood blocking access to stairs, dishwashing and removal items used for craft.
September-3-2020 - Everything else.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): Licensing observed that the Manager's ECE certificate did not have evidence of validation.
Corrective Action(s): Ensure ECE certificates are validated.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: Licensee's husband's CRC has expired. A discussion with the licensee idicated they have applied for renewal. The Licensee's husband does not have contact with the children at the facility as care is provided on the downstiars level only.
Corrective Action(s): Ensure valid CRCs are on site for all individuals over the age of 12 ordinarily present in the facility.

Comments

At the inspection dated August 20th/20, there were 5 children in care with the Licensee.
A COVID-19 Risk Screening was conducted prior to the inspection.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site due to COVID-19 safety practices. The contraventions and summary items identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Planned emergency response during COVID-19.
-Communicable disease prevention practices.
-Health/hygiene/sanitizing practices during COVID-19 which included review of cleaning and sanitizing as multiple steps and review of proper diapering practices.
-A COVID-19 Infection Control Checklist was reviewed and filled out.

-Director of Licensing Standards of Practice-Active Play
-3 Sink Dishwashing Method poster.
