Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards (DOLSP). All care categories were conducted for compliance.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: References for one staff person have not been verified. This is repeat noncomplaince.
Corrective Action(s): Please ensure a minimum of two references are verified for all staff before they start work.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one staff person. This is repeat noncomplaince.
Corrective Action(s): Please ensure immunization status is obtained for staff before they start work.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): An ECEA certificate for one staff had not been verified. This is repeat noncomplaince.
Corrective Action(s): Please ensure certificates are verified before staff start to work.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: A care plan does not include the course of action recommended by health care professionals for a child requiring additional support.
Corrective Action(s): Please ensure all care plans include what actions staff need to take when working with a child requiring additional support.

Comments

At the inspection dated September 26, 2022 there were 17 children and three staff present. At this inspection the above noted contraventions were identified. The Licensee ill take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of the routine inspection a facility risk assessment too is complete and a copy is provide. This report was review with the manager and a copy provided.

During this inspection the following were discussed with the manager:
Ensuring a Reportable Incident Form is submitted to CCFL if an incident in Schedule H occurs.
