Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that small play room has a closet that needs to be secured from pinching children's fingers.
Corrective Action(s): Please ensure to provide a healthy and safe environment while in care.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Review of 2 staff files observed one staff has names and phone numbers for reference check. However, there was no evidence of verification of references.
Corrective Action(s): Please ensure all staff files are complete prior to start of employment.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing staff observed that fire extinguisher inspection tag was expired on July 16, 2021.
Corrective Action(s): Please ensure to have an adequate plan in place to recover from an emergency situation such as fire or earthquake.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: There are two staff employed to work with the infants/toddler (IT) group. The manager has ECE/IT and other staff is ECEA qualified. Licensing staff discussed qualifications & staff ratio from Schedule E and that one ECE/IT and one ECE staff is required to work in IT program.
Corrective Action(s): Please ensure that ratio of employees to children is no less than that is permitted in Schedule E.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Review of 4 children files observed that two children were missing immunization status on file.
Corrective Action(s): Please ensure all children files are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Review of 4 children files observed one child was missing date of enrollment on file.
Corrective Action(s): Please ensure all children files are complete

Comments

At the inspection dated July 28, 2021 there were 7 children attending with two staff.
At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by August 18, 2021
Actions required by Licensing include reviewing the written response.
As part of this Routine Inspection, a Facility Risk Assessment Tool was completed.
The follow educaiton was provided during today's inspection;
Any products with Drug Identification Number requires parent's consent
Intent and use of Minor injury log book. Examples provided.
Creating a care plan for children requiring extra support
This inspection and the Risk Assessment were written off-site and a copy provided via emailed to the manager/licensee.
