Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Four staff files were reviewed. References were not available in two files.
Corrective Action(s): Please ensure a minimum of two character references are available in all staff files.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: Four staff files were reviewed. Evidence of 20 hours of training was not available in one file.
Corrective Action(s): Please ensure proof of training is available in all staff files.

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: An epi pen for one child had passed the expiry date. Staff said they do not think the child needs the epi pen now.
Corrective Action(s): Staff will confirm with the parents if the child needs an epi pen and if one is needed will obtain one with a current expiry date.

Summary of Inspection
At the inspection dated March 8, 2024 there were 20 children and three staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with a staff member and written on site. A copy of this report will be emailed to the manager.
