Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing conducted an inspection of the physical facility for all programs and observed that an electrical outlet was exposed in the toddler program.
Corrective Action(s): Please ensure a healthy and safe environment at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing inspected the outdoor play area and observed that the door from the toddler section had chipped paint. Paint chips were scattered on the ground.
Corrective Action(s): Please ensure the facility is in good repair.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: It was identified today that a responsible adult was working the toddler program in a position that requires ECE assistant qualifications.
Corrective Action(s): Please ensure appropriate qualifications as per Schedule E.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing reviewed children's files from all programs and observed that the photos from 5 out of the 10 files from the 30 months to school age program were not current.
Corrective Action(s): Please ensure that all records referred to in section 57 of the CCLR are current.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Licensing reviewed children's files from all programs and observed that a medical care plan from the school age program was last reviewed in 2016.
Corrective Action(s): Please ensure all care plans are reviewed at least once a year.

Summary of Inspection
At this inspection the above noted contraventions were identified. Licensing provided corrective action dates. Licensing will conduct a follow up inspection to ensure compliance. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
