Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Refrigerator temperature was measured for the fridge that is used for children foods. It was measured at 8 degree Celsius during today inspection. Dairy and nonperishable foods must be stored under 4 degree temperature.
Corrective Action(s): Ensure that healthy and safe environment is provided to children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The following items were accessible to children;
- Bleach bottle and diaper rash cream in the washroom stored at lower shelf
-One electric outlet exposed in the play room
-One white wire was sticking out of the wall in the big back playroom
Corrective Action(s): Ensure children do not have access to anything that may be hazardous to their health and safety

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Review of 3 staff files observed one staff was missing criminal records clearance (CRC) copy on file. Manager stated that they have sent CRC application for the staff and that staff does not work alone with the children.
Corrective Action(s): Ensure staff files are complete.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Review of 3 staff files observed one staff has list of names and phone numbers for references; however, there is no evidence of verification of the reference.

Comments

At the inspection dated October 29, 2019, there were 6 children and 2 staff working in the facility. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.
