Technician has been on site to repair dispensing unit 2x. Technician has identified use of the taps as the problem - the dispensing unit works well when both taps are opened fully. When experienced staff use the dispenser, quat concentration is found between 200-400ppm. A bilingual instructional sign was made and posted at time of inspection to teach ALL staff how to use the dispenser properly. Spray bottles on site both found at 200ppm
