Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-a book shelf measuring over 4 feet tall was not secured. This could be a potential falling hazard
-two cords were within easy reach. This could pose a potential chokin hazard
-a bedrom that contained cords was accsseable to the children in care. This could be a potential choking hazard.


Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licencing observed that the cupboard in the washroom is showing signs of wear and water damage.
Corrective Action(s): Please ensure the furniture and fixtures are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11170 - CCLR s.16(3)(b) - A licensee must ensure that the entire outdoor play area is (b) constructed in a manner, and using materials, that are suitable for the age and development of the children intended to use it.
Observation: Licensing observed that the protective surface membranne in the gravel play area was exposed in several areas. This could cause a potential tripping hazard.
Corrective Action(s): Please ensure the outdoor play area is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a cleaning chemical under the sink. This was accessable to children.

Licensing observed the following in the outdoor play area of the facility:

-rust was present on some of the garden fixtures and fences. This could present a possible health hazard
-there was access to the garage. The garage contained various chemicals. The garage was locked during the inspection.
Corrective Action(s): Please ensure children do not have access to any substances that could be a potential hazard to their health and safety

STAFFING: 12151 - CCLR s.19(5)(a) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation: During the inspection there was no criminal record check for the volunteer. In discussion with the Licensee she stated one has been completed.
Corrective Action(s): Please ensure volunteer records are complete

STAFFING: 12152 - CCLR s.19(5)(b) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation: A volunteer was observing the facility. The volunteer did not have character references.
Corrective Action(s): Please ensure volunteer files are complete

STAFFING: 12153 - CCLR s.19(5)(c) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: A volunteer has been observing the program for the last four weeks. An immunization record was not on site
Corrective Action(s): Please ensure Volunteer records are complete

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: The Licensee disclosed that two homestay students were living at the residence. One criminal record checks (CRC) was produced for one of the homestay students. In discussion with the licensee she stated that one criminal record check has been processed but was not availble for review during the inspection. This is a repeat contravention from inspection # GSIU-ARFNX5
Corrective Action(s): Please ensure anyone over the age of 12 has a CRC

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the inspection the policies and procedures were reviewed. A screen use and active play policy were not noted
Corrective Action(s): Please ensure a screen use and active play policy are developed, implemented and shared with the families.

Comments

At the inspection dated September 20, 2019 there were 3 children, 2 staff , 1 volunteer and one homestay student present. At this inspection the above noted contraventions were identified. Please ensure a written response addressing the above noted contravention are submitted to licensing by October 4, 2019. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Items with a DIN number require a medication authorization form these were removed from the first aid kit
· More food needs to be added to the emergency supplies. Licensing recommends having enough supplies for a 72 hour period.

· Licensing will send the director of licensing standards of practice-Active play
