Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All areas of the facility were inspected for compliance

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed 6 staff files and 4 files were missing evidence of immunization status
Corrective Action(s): Please ensure staff files are complete with their required documentation

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing reviewed 6 staff files and 2 files were missing evidence of certificate validation.
Corrective Action(s): Please ensure staff files are complete with their required documents

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The Manager explained that emergency drills have been conducted yearly but have not been recorded. The Manager was unaware that these type of drills needed to be recorded.
Corrective Action(s): A licensee must keep records respecting compliance with section 22 (2)(b) and (c)

Comments

At this inspection there were 20 children and 4 staff. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to licensing by April 14, 2023 stating how you have addressed the above noted contraventions. Licensing will review the response.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following was discussed/reviewed with the staff:
- Reviewing children's registration forms at intake and updating information as needed
- Replenishing wood chips and maintenance of outdoor play structure
- Documenting reference response
- Ensuring there are instructions available for children who have non-life threatening dietary restrictions
- Fire extinguishers – Showing evidence of purchase date
- Care plans - Having information readily accessible for all staff to review and when to create them
- Reviewed information Section 37 of the CCLR regarding absent employees
The contents of this report was reviewed with the manager and a copy will be emailed to the manager. .
