Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #RSUN-AUNVBU have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): During inspection of the washroom, 2 large bottles of bleach were found under the sink. The sink cupboards are not locked and are accessible by the children.
Corrective Action(s): Ensure hazardous substances are not accessible to children. During inspection, the Licensee removed both bottles of bleach and stored them away from the area that the children have access to.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During inspection, the temperature of the washroom sink hot water was taken and it was measured at 50.2 Celsius
Corrective Action(s): Ensure water accessible to children is not over 49 Celsius. Water temperature was discussed and the hot water heater will be adjusted today by licensee.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: During review of attendance records for January/February and children's files it was discovered that on 15 occasions there were more than 3 children under 36 months. On 5 of those 15 occasions, there were 5 children under 36 months old.
Corrective Action(s): Ensure that there are only 3 children under 36 months in attendance at one time. During inspection, the licensee spoke about a plan for bringing numbers into compliance with Schedule E.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: A review of daily attendance records for November, December, January and February revealed that some dates were missing for daily attendance for all children. On more than 10 occasions arrival and departure times are missing form records in January and February
Corrective Action(s): Ensure daily attendance records are complete and available for each day children are in attendance.

Comments

At the inspection dated February 25, 2019 there were 8 children and 1 staff present. At this inspection the above noted contraventions were identified As part of this routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
