Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-B6YPKX have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing noted that one staff person's renewed ECE Certificate is posted in the facility with no proof that it has been verified through the ECE Registrar's website.

Ensure all new and renewed ECE Certificates are verified with proof of verification in the staff file.
Corrective Action(s): Ensure ECE Certificate for this staff person is verified through the ECE Registrar website.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing was unable to locate the fire drill and full emergency evacuation log for the past 12 months.

Staff stated that a fire drill had been practiced recently, and the emergency evacuation drill was conducted during the previous school year, but the logs were not located in the facility.
Corrective Action(s): Ensure the fire drill and emergency evacuation logs are available in the facility as proof that the required drills have been conducted.

Comments

At the inspection dated Oct 8, 2019 there were 17 children and 2 staff present. At this inspection the above noted contraventions were identified.
Licensee to ensure current staff documentation and proof of emergency drills, practiced over at least the past 12 months, are on site.
During inspection Licensing observed:
- children were engaged in freely choosing activities such as: finger painting on a table top, working at a light table, constructing with large blocks, using a sand table with construction vehicles, dramatic play including catering with a food cart and medical equipment, as well as conducting a friend search using photos of the children in this class, etc.
- staff interacted with children while they were engaged in activities, assisting children who needed support with problem solving etc

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
