Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Wooden fence posts have become rotten and fallen to the ground during the winter. These fence posts are accessible to children.
Corrective Action(s): Please ensure that children do not have access to the rotten fence posts in the backyard.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Laundry soap and a bottle of cleaning solution were accessible to the children and were removed during this inspection.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A criminal record check (CRC) from the Criminal Record Review Agency (CRRA) is not available for the managers husband. The manager said he as an RCMP criminal record check. The Licensing Officer talked to the manager about the need to have a CRC from the CRA and not from the RCMP.
Corrective Action(s): Please ensure the manager s husband has a CRC from the CRRA.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: A medical insurance plan number was not available for one child. If the family does not have a BC Medical Card number the family can provide the manager with either a private medial insurance number or an out of province medical insurance number.
Corrective Action(s): Please ensure a medical plan number is available for all children.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Information for a doctor or medical clinic was not available for one child.
Corrective Action(s): Please ensure contact information for doctor or medical clinic is available for all children.

Comments

Summary of Inspection
At the inspection dated February 8, 2023 there were two children and one staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed:
Appropriate use of high chairs and ensuring high chairs are used in accordance with the manufacturers guidelines for the age and weight restrictions for children. .
