Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following practices were reviewed with the staff with requirement to discontinue todays date:
Children playing together in dirty standing water and placed their hands in their mouths staff encouraged the play singing washing hands, this was part of a ball play structure where a child was also observed to be mouthing a ball.
Staff was asked to described the facilities system of sanitizing items such as mouthed toys and the staff included they are cleaned immediately. This was not observed , there was no bin for dirty toys to be placed in for cleaning and the mouthed ball was placed back into circulation.
Discussed creating a system to ensure sand box is covered when not in use.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times to promote the health and wellness of children. Reviewing your practices related to health and hygiene are crucial during these times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: The following pieces of equipment pose a risk of injury as follows:
shelf located within the GCC ( <36 mos ) room has not been secured appears unstable
a baby gate attached to a wall with a shelf used to create a hallway, space under the gate is high enough for a child to get under and the shelf has spaces ( open areas ) where a child could climb through and potentially exit the facility. This was also noted at a previous inspection.
Tall glass vases placed on toy shelves within both the GCC ( <36 mos ) and GCC ( 30 mos-school-age ) programs and accessible to children.
Corrective Action(s): Ensure equipment is sturdy and free from hazards in order to prevent possible risk of injury.

Comments

The facility manager was off site during today's inspection however a staff member provided details on the steps taken to increase monitoring of added health and hygiene measures.Licensing contacted the facility manager to review the identified contraventions prior to completing the report. In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
At the inspection dated May 5, 2020 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified.The facility manager to provide a written response including the steps taken to address the areas found to be in noncompliance. Licensing to review the response and follow up with any additional information as needed.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

WASH OFTEN
Toys should be cleaned daily. Avoid using toys that cannot be easily cleaned, such as stuffed animals.
Contamination of outdoor equipment such as a playground or sand box is considered very low, as evidence shows the virus does not live long outside.Ensure children wash their hands after playing outdoors and that sand toys are cleaned daily.
Use of Baby wipes are not meant as a system of hand washing , ensure staff are equipped with hand sanitizer.
