Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 32320 - RCR s.68(4) - A licensee must ensure that all employees comply with the policies and procedures of the medication safety and advisory committee.
Observation: Review of two person in care records, observed one PRN not documented on the back of the medication administration record (MAR) as per medication safety and advisory committee (MSAC) policies and procedures.
Corrective Action(s): Ensure all employees comply with the policies and procedures of the medication safety and advisory committee.

CARE AND/OR SUPERVISION: 34080 - RCR s.49(3) - A licensee must assess each person in care on admission to determine the risk that the person in care may leave the community care facility without notification of an employee.
Observation: For one person in care, the care plan, admission assessment and the cardex had inconsistent documentation on if the person in care is determined at risk to leave the facility without notification.
Corrective Action(s): Ensure appropriate documentation to ensure staff are guided appropriately to provide safe care.

CARE AND/OR SUPERVISION: 34610 - RCR s.81(3)(a)(ii) - A care plan must include all of the following: (a) a plan to address (ii) behavioural intervention, if applicable.
Observation: During admission, it was identified that one person in care requires a behaviour intervention plan when in the community. A care plan was not developed to guide staff.
Corrective Action(s): Ensure a behaviour care plan is developed to address inverventions and guide staff on adequate and safe care.
