Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed 3 staff files and observed that a criminal record check (CRC) clearance letter from the criminal record review program was missing for one staff. The manager advised that the authorization form for completing the CRC has been submitted. In the meantime, a CRC has been completed from the RCMP. The manager also advised that the staff member will not be left alone with children until the CRC is received.
Corrective Action(s): Please ensure CRC's are conducted through the criminal record review program for all staff prior to employment.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed 3 staff files and observed that the immunization status was missing for one staff.
Corrective Action(s): Please ensure immunization status prior to employment.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing reviewed 3 staff files observed that there was no record of certificate verification for one staff.
Corrective Action(s): Please verify certificates for all staff who hold an Educator or Assistant licence.

Comments

Summary of Inspection
At the inspection dated July 17, 2019 there were 12 children and 3 staff present. At this inspection the above noted contraventions were identified. Licensing provided dates for compliance and is requesting for a written response by July 29, 2019 advising on compliance.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
