Introduction

An unscheduled routine inspection was conducted on October 21, 2020 to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). The lower level was inspected for compliance.
A Covid-19 Risk screening assessment was completed with the facility prior to this inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection, there were large toys and wooden pieces of equipment stored on top of the fridge that posed a fall hazard if there was an earthquake.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Upon inspection,in the play yard, there were:
- 2 large pieces of wood leaning against the support beam accessible to the children that posed a fall hazard if they got knocked over
-the shed door was open with tools and a lawn mower accessible to the children
-there was a large metal grass cutter that was accessible to the children
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Upon inspection, August & September's Fire drill had not been recorded.This is a repeat contravention.
Corrective Action(s): Please ensure facility records are kept current.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon reviewing the facility attendance records, there were 2 days that no children had arrival and departure times recorded.
Corrective Action(s): Please ensure that daily attendance records are complete.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Upon review of the children records, 2 children did not have a photograph or digital image on file.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated October 21, 2020 there were 4 children and 1 staff present. At this inspection the above noted contraventions were identified. Licensee will provide Licensing with a written response.Licensing will review the response. As part of this Inspection a Facility Risk Assessment Tool was complated. A Covid-19 Infection Control Assessment was also completed and a copy was provided.

Licensing conducted a walk-through of the lower level of the facility.Licensing may conduct a follow up inspection at a later date.

The information contained in the report was discussed with the Licensee and Licensing stated that the report will be emailed to the facility.
