Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: 1) In the outdoor area of the 30 months to School Age program, Licensing observed a detangled hose which poses as a tripping hazard to children.

2) In the washroom of the 30 months to School Age program, Licensing observed duct tape that was peeling off the steel garbage can. The duct tape is not easy to sanitize and can harbour bacteria. As per program staff, the duct tape was originally placed in an "X" form to discourage children from throwing paper towels in it as it is difficult for the cleaners to remove the paper towels at the end of the day. Licensing and staff discussed thinking of alternative ways to block off this section without the use of duct tape.
Corrective Action(s): 1) Please ensure that the hose is stored in a manner to prevent tripping.

2) Please ensure another type of material is used to block of this section of the washroom, one that is more secure and can be easily sanitized.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: In one of the under 36 months program, Licensing observed that a fire drill was not recorded for January and April 2023. As per program staff, drills were conducted, but forgot to record them.
Corrective Action(s): Please ensure fire drills are conducted and recorded on a monthly basis.

Comments

At today’s inspection there were 34 children, 10 staff present, 1 support work within the 3 program areas. The Manager was also present for half of the inspection. The staff to child ratios were in compliance.

At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Annual review of care plans
-Emergency supplies and storage
-Storage of cleaning supplies
-Licensing observed hand washing routine and practices
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
