Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

The following areas were reviewed:
· Licensing
· Physical Facility
· Staffing
· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: It was observed that a play structure which was cited in inspection #DCHG-AVZV7V (February 15, 2018) was relocated onto the deck. The deck does not allow a safe fall zone from the structure or protective surfacing to minimize risk of injury from falls
Corrective Action(s): Please ensure the play structure is located in a manner which ensures a safe environment is provided to the children

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): It was noted that Benadryl belonging to one child was located in their backpack in the cubby area, a spot which is accessible to all children
Corrective Action(s): Please ensure Benadryl is located in a spot that children do not have access too

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: It was observed that the fire extinguisher was fully charged, but it was missing a service tag. The licensee stated she will get the extinguisher serviced and make sure the fire extinguisher has its tag
Corrective Action(s): Please ensure a plan is set out to respond to any emergency

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: It was observed that the children's cloths for hand drying in the bathroom touch each other. This can cause trasnfer of germs and disease.
Corrective Action(s): Please ensure the cloths are located in a manner that does not allow them to touch

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: It was observed that one child's epi-pen is expired as of January 2019. The solution on the pen is not discolored. Mom was notified and she stated that she will make an appointment with the doctor to get a new pen
Corrective Action(s): Please ensure epi-pens are not expired so as to ensure the health and safety of the child is promoted

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 8 children's files were reviewed. It was observed that 4 files did not have emergency contacts available
Corrective Action(s): Please ensure emergency contact names and numbers are obtained prior to the child's first day at the center

Comments

At the inspection dated February 25, 2019 there were 6 children and 1 staff present. At this inspection the above noted contraventions were identified or no contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were discussed with the licensee at a follow-up inspection on August 29, 2018. Hard copies of the resources were provided today:

Lead in the Water

Licensing discussed DIN numbers with the manager and how parent permission is required if products with this number will be applied on children.
