Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Nutrition and Food Services

· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JMIA-9YXPZR have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed mislabeled bottles, a bottle located in the child's washroom was labeled bleach, however it was filled with a blue cleaning solution. Licensing also observed expired disinfectant wipes, that were being used to sanitize the tables and washroom.
The manager showed licensing a cleaning solution that is used to clean the floors and washrooms, there is no evidence that this product has any sanitizing qualities.
The container of disinfectant wipes had an expiry date of November 2015, licensing was unable to ensure that the wipes were able to properly sanitize the facility due to their expiration.
Corrective Action(s): Please ensure that products used are current and have the qualities needed to properly sanitize the facility. Licensing discussed that the recommended sanitizing solution is bleach and water, mainly because of the inexpensiveness and ability to kill germs.
Licensing provided information on sanitization.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During a review of 3 staff files, licensing observed that one staff was without immunizations status.
Corrective Action(s): Please ensure staff files are complete.
Licensing provided a copy of the immunization form for child care employees.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): During a review of 7/28 children's files, licensing observed one child's file to be missing the sex of the child. Licensing notes that all other files have a handwritten gender for children.
Corrective Action(s): Please ensure children's files are complete prior to entry into the facility.
Licensing recommends amending the registration forms to have a spot for the sex of the child that the parent completes.

Comments

Upon arrival at today’s inspection there was one staff on site with 6 children, another staff and 3 children arrived during the inspection.

The following was observed and/or discussed at time of this inspection with the Manager:
-Licensing observed the children participate in free play, snack time, circle and getting ready for outdoor play.
-Licensing observed the staff helping children separate from their parents at drop off time, asking open ended questions to extend their learning and implementing a circle that promotes learning through gross motor activites, songs and stories.
-Licensing discussed the importance of daily outdoor play and limited screen time. Manger stated that occasionally they watch 20 minutes of a movie if the weather is inclement.
-Licensing notes that there is a cherry tree in the yard, during the period when the fruit falls, it is important to immediately remove the fruit from the ground and equipment to prevent the children having access to the rotting fruit.
-Care plans were discussed in relation to children that have not yet been diagnosed. Licensing explained that if areas of concern were present that to address these concerns the steps to take would include, working together with the parents to create a care plan to help address these areas of concern.
-Licensing explained that if the manager needs any forms or has any questions in the future to please email or call, licensing is here to support you.
-Licensing reminded the manager that if a child no longer attends the facility to close the child's file (include stop date), remove care plans from being posted (if applicable) and to return medication to the family.
