Report of Findings
Licensing received a complaint on November 26, 2021, regarding care and supervision and the physical facility. The following concerns were alleged:

-The temperature in the facility is too cold.
-Staff use candy at drop off time as a bribe to get children to come into the daycare

All areas of the complaint were fully investigated. Evidence was collected through interviews and a review of documentation.

Licensing determined the following contravention:
-Child Care Licensing Regulation Section 13(1)(a) Environment
-Chid Care Licensing Regulation Section 19(4) Character and skill requirements
-Child Care Licensing Regulation Section 39(1) Continuous supervision required

12140 - CCLR s.19(4)(a)A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Proof of validation was not available for the managers ECE certificate.
Corrective action: Corrective action required.
14060 - CCLR s.39(1)A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Children in the Group Child Care (30 Months to School Age) program were not supervised and the manager was unaware that the Licensing Officer had entered the program.
